Public announcement as regards the coup attempt of July 15th, 2016

PUBLIC ANNOUNCEMENT AS REGARDS
THE COUP ATTEMPT OF JULY 15TH, 2016

 

As it is known, indistinguishable from other terrorist organizations as Al-Qaeda, ISIL etc. which are currently active in various parts of the world and claiming to take Islam as a reference, the organism known as the Gulenist Terror Organization (FETO) led by the so-called cleric Fethullah Gulen who is residing in Pennsylvania/USA for long years, has attempted to infiltrate into various institutions of the government through illegitimate ways and methods with a view to ensure that its deviant religious thoughts prevail over, by means of distorting the image of Islam as the faith of peace, serenity and fraternity; and with the help of such infiltrations FETO has aimed at installing a new and illegitimate order and system by substituting the rule of law and democracy with its own organizational functioning mechanism and illegitimate purposes.
 
The above-cited terrorist organization has recurrently made such attempts, but was eventually exposed and failed to reach its aims due to the firm actions taken by the Turkish government which came to power by receiving 50 % of the votes in democratic elections, and therefore as a last resort this terrorist organization attempted to organize a coup d’état to paralyze the government institutions with an ultimate goal of achieving its repugnant goals. 
 
As it is also well known, a group of soldiers affiliated with this Gulenist Terror Organization (FETO) attempted to stage an insidious and vile coup against the Turkish government and the great Turkish nation on July, 15th, 2016.  This heinous uprising was suppressed in a short time notably by the leadership and foresight demonstrated by our Honorable President; our noble nation’s safeguarding of the values of national will and democracy, and by the dignified stance of the security forces. Unfortunately over 240 civilians and police officers died and thousands of our brethren were wounded during this senseless uprising.  
 
Zealously advocating civil democracy; disallowing our country to plunge into dark ages and making history in the proper meaning of the word, the heroes of democracy will be eternally commemorated by the nation with appreciation and gratitude. Daring to indecently assault the agencies and institutes of their own country (notably the Presidential Palace and the Turkish Grand National Assembly) with the troops and weapons of their own government and assaulting directly on their own nation, the coup plotters affiliated with FETO will be absolutely imposed the heaviest penalty and will be held accountable before the nation and the history. The nation and the history will in no case pardon these terrorists. 
 
Incorporating the Customs Administration (as an indivisible part of our national security) and the Trade Administration (as an assurance of the future of our country) under one single banner, the Ministry of Customs and Trade of Turkey will act in cooperation with the other public agencies and institutes in ensuring the perpetuity of the Turkish State and fighting FETO, and will resolutely withstand the entire actors threatening the peace and prosperity of our nation. In this respect, as is the case in other public agencies and institutes, the Ministry of Customs and Trade is providing the necessary contribution in dismissing and purging the FETO members (who have infiltrated into our judiciary and security forces throughout the foregoing years) from the public service. Therefore, our decisiveness and pertinacity will be kept and further increased for extirpating the FETO-affiliated public servants currently recruited at our Ministry. In this manner, in order to properly and soundly conduct the relevant investigations and trials, the Turkish Government has recently passed a bill from the Turkish Parliament on declaring a state of emergency pursuant to the relevant provisions of the Constitution of the Republic of Turkey laying down the appropriate cases for the declaration of a state of emergency. The main goal of declaring a state of emergency will never be restricting individual rights and liberties of our people. On the contrary, the aim of the state of emergency is to assure an effective and lawful combat against the afore-cited terrorist organization and its members by granting a priority to the rule of law and safeguarding the individual rights and liberties and therefore not abandoning, even for a moment, the principles of the rule of law as is the case in democratic countries that have recently declared a state of emergency e.g. France. Furthermore, as it may be known, pursuant to the provisions of Article 15 of the European Convention on Human Rights, in time of war or other public emergency threatening the life of the nation, any Contracting Party may take measures derogating from its obligations under this Convention to the extent strictly required by the exigencies of the situation, provided that such measures are not inconsistent with its other obligations under international law. In this framework, the Council of Europe has duly been informed of these measures and the reasons for taking such measures in accordance with the same Article of the above-mentioned Convention. By virtue of that fact, Turkey may only restrict individual rights and liberties to the extent it may be necessary and as laid down by the relevant provisions of the European Convention on Human Rights and in the same manner as democratic countries currently carry out.  Hence, the Ministry of Customs and Trade will fulfill its duties to ensure the effective, lawful and expedient implementation of the declared state of emergency, and by dint of these efforts, our citizens will be able to carry on their daily lives and commercial activities in a safe and sound manner.

Working diligently and perseveringly in line with the vision of turning Turkey into a country where trade is conducted in the safest and easiest manner, the Ministry of Customs and Trade will duly perform its duties and maintain its dignified and determined stance with making no concessions to any terrorist organizations (notably FETO) nor to their members. The Ministry of Customs and Trade of Turkey will take its place in the blessed march of Turkey towards attaining to the targets of 2023, 2053 and 2071, and will take firm and decisive steps towards the brilliant future of Turkey. Weathering the storm of the attempted coup, the Turkish democracy is much stronger now and the way is clear for democracy and freedom. The Ministry of Customs and Trade is wholeheartedly convinced that Turkey will proceed toward a sound future, given its historical might and inspiration; and no power can ever shake our tight-knit nation which is unified against all evils and which has taken a solemn stance. In this respect, we respectfully bow our heads before the glorious memories of our stouthearted martyrs of democracy and we hereby commit ourselves before the history, to exert further efforts to permanently maintain and protect democracy and this beautiful country inherited to us by our beloved martyrs.
