Deputy Undersecretary Uçarmak Participated in the ECO 8th Meeting of Council of Heads of Customs Administrations
Economic Cooperation Organization (ECO) 8th Meeting of Council of Heads of Customs Administrations and 4th Meeting of Sub-committee of Experts were held in Islamabad/Pakistan on 13-14 November 2017. Our Ministry has also taken part in the mentioned meetings with a delegation led by Deputy Undersecretary Uçarmak.
In the meeting, the Parties agreed on a revised text of Mutual Administrative Assistance Agreement on Customs Matters following negotiation of amendment proposals previously communicated by Azerbaijan and Pakistan.
In the scope of the meeting, the Agreement on Establishment and Operation of ECO Smuggling and Customs Offences Data Bank was also discussed and representative of Azerbaijan informed the meeting that Azerbaijan had ratified the Agreement. As the Agreement has already been ratified by Iran, Pakistan and Turkey, one month after Azerbaijan’s notification to the ECO Secretariat about ratification of the Agreement, the Agreement will come into force. Following the entry into force of the Agreement, the Data Bank will have to be established in Ankara in coordination with other Parties within 6 months. Two months after the establishment of the Data Bank, the Parties will have to make entry of data to the Data Bank.
In the meeting, we have stressed that the trade ratio among the ECO Member was very low and needs to be increased. Also, we have emphasized that the ECO countries are located on the transit route of the east-west trade and there was a need for a constructive cooperation to get their fair share from this trade.
The participants also exchanged information on Training Cooperation among Member States, Perishable Goods and Authorized Economic Operator System during the meeting.
