A-) CUSTOMS ENFORCEMENT SERVICES DEPARTMENT
 
Customs Enforcement Services Department is one of the  Departments of the Directorate General that was founded on 08.09.2014.  The task of the department determined under the missions  given by Decree Number 640 dated 03.06.2011.  It is divided into three units, these three units and their tasks are described below.
 
1-) Land Customs Enforcement Services Unit:
 
  • Carrying out procedures about Customs Enforcement Services with regard to railway and road transportation.
     
  • Preparing Directorate General’s opinion and proposing suggestions about physical structure and work flow on site, in order to ensure efficient and healthy implementation of customs enforcement service at border gate and railway gate.
     
  • Making assessment on cargo and passenger transportation to be used as  data bases, and sending to the relevant department the information which may be valuable for intelligent activities.
     
  • Collecting information, making assessment and reporting useful knowledge about foreign countries’ border gates customs enforcement services.
     
  • Carrying out the work and transactions for providing public order at land and railway border gates and determined needs at that area.
     
  • Carrying out works regarding to integrated border management.
     
  • Carrying out procedures about passengers at land or railway border crossing and dealing with their entire problems.
     
  • Carrying out the works regarding standard fuel tank exemption for the vehicles.
     
  • Carrying out the transactions regarding  Customs Area entry cards.
     
  • Carrying on similar tasks given by the Director General.
     
2-) Air Customs Enforcement Services Unit:
 
  • Carrying out procedures about Customs Enforcement Services with regard to airline transportation.
     
  • Preparing Directorate General’s opinion and proposing suggestions about physical structure and work flow on the site, in order to ensure efficient and healthy implementation of customs enforcement service at airports.
     
  • Taking part in studies to prepare and update necessary programs being used in such airline producers as Airline/Passenger Trace Program.
     
  • Making assessment about airline cargo and passenger transportation by using open database and reporting intelligence to relevant department.
     
  • Collecting information, making assessment and reporting useful knowledge about foreign countries’ air customs enforcement services.
     
  • Conducting all services and meetings for National Civil Aviation Security Board and Training, Research, Inspection Experts Council which serve National Civil Aviation Security.
     
  • Carrying out procedures about passengers at air border crossing and dealing with their entire problems.
     
  • Carrying out procedures about tax-free services.
     
  • Carrying out procedures about cash control.
     
  • Carrying out procedures about post and rapid cargo.
     
  • Carrying out procedures about airport identification cards.
     
  •  Carrying on similar tasks given by the Director General.

3-) Sea Customs Enforcement Services Unit:
 
  • Carrying out procedures about Customs Enforcement Services with regarding to maritime transportation.
     
  • Preparing Directorate General’s opinion and proposing suggestions about physical structure and work flow at the ports, in order to ensure efficient and healthy implementation of customs enforcement service at sea.
     
  • Tracing watercrafts which are in our territorial waters for combating Smuggling scope and coordinate the transactions about dispatch vehicles to the rummage teams.
     
  • Carrying out working procedures of patrol boats and rummage teams which are in our organizations structure.  Collect the reports of patrols, do analysis and guidance them if it is necessary.
     
  • Taking part in studies to prepare and update necessary programs being used in such maritime transaction.
     
  • Attempting to access data bases of national, international and regional foundations for utilized Custom Enforcement Services at sea and ports.
     
  • Collecting information about foreign countries procedures related with customs enforcement services, interpret them, preparing reports on useful information.
     
  • Carrying out tasks of our organization’s on International Ship and Port Safety Code.
     
  • Conducting all transactions for finding solutions on passenger’s problems at sea border gates.
     
  • Conducting transactions about enter-exit carts of ships sailing the outside line.
     
  • Conducting transactions about port entry cards.
     
  • Conducting transactions about boat and cabotage transporting.
     
  • Ensure the coordination of cooperation activities between our organization and other institution working in the same field as regards Custom Enforcement Services at sea.
     
  • Conducting legislative work as regards Customs Services at sea with the other institutions operating in the same field.
     
  • Preparing work and educations plans with regard to Custom Enforcement Services at sea, determining qualification of our staff who work at sea and making plans for the assignment sea stuffs on regarding units.
     
  • Making plans and creating a technical opinion on buying vehicle, maintenance them, repairing them, getting replacement part and supplies for them which are necessary to make sea customs enforcement services more proper and more efficient. Sent these plans and opinions to related administration.
     
  • Conducting similar task given by the body of Directorate General of Customs Enforcement.
     
B-) DEPARTMENT OF INTELLIGENCE
 
Department of Intelligence  was established in July 2014 and organized as three branch offices under the  Directorate General of Customs Enforcement. The task of the department determined under missions  granted by Decree Number 640 dated 03.06.2011.  It is divided into three units, these three units and their tasks are below.
 
1-) Intelligence Unit:

 
  • Preparing Directorate General’s strategies of intelligence.
  • Providing all kinds of information from national and international sources, evaluating those gathered information, in the case of necessity, sending them central and local units.
     
  • Executing procedings related to informants and other sources of information.
     
  • Collecting information related to Directorate General’s tasks and authorities.
     
  • Executing exchange of information with national and international institutions and agencies.
     
  • Coordinating operations executed with national and international institutions and agencies and in the case of necessity, sending the results of those operations to the related Units.
     
  • Executing the duty of National Contact Point of Turkey of regional and international institutions, agencies and systems which share information.
     
  • Executing procedures related to Board of Witness Protection
     
  • Conducting similar missions assigned by the office of Directorate General.
       
2-) Denouncement Evaluation Unit:
 
  • Conducting the evaluations with regard to conveyed denouncements and alerts from national and international sources to Directorate General.
     
  • Carrying out the procedures as regard to denouncements received from ‘Alo 136’
     
  • As regards  result of denouncement evaluation, putting denouncements into operation, recording them to relevant programs, conveying them to relevant central and local directorates and deleting expired denouncements.
     
  • Executing procedures of denunciation pursuit and abolishment related to vehicles that under execution proceeding, lost, stolen, non-deported and imported without charge as well as confiscation decided by the courts.
     
  • Conducting similar missions assigned by the office of Directorate General.
 
  • Conducting procedures for monitoring and aborting the received tip-offs as regards the vehicles for which execution proceedings were launched and the vehicles lost, not exported and for which unpaid non-quota import procedures were implemented; as well as those vehicles confiscated under the decree of the courts
     
     
 
3-) Data Analysis Unit:
 
  • Making analysis from all public database and conveying the information achieved from this analysis to relevant units.
     
  • Preparing periodical analysis reports based on the results achieved from databases and conveying these reports to central and local directorates.
     
  • Examining the received reports, denunciations, intelligence, evaluations and similar resources and using them for researches and assessments. 
     
  • Making attempts including contacting relevant institutions for access to different databases to enrich the information obtained from the database.
     
  • Conducting similar missions assigned by the office of Directorate General.
