Build-Operate-Transfer (BOT) Model and Border Gates


Build-Operate-Transfer (BOT) model is a form of project financing, which is used for the projects that require intensive capital and high technology.
Law No 3996 is the basic law for the BOT implementations and the Bylaw 2011/1807 clarifies the application of this law.

The Ministry of Customs and Trade established customs facilities especially at Customs Gates by using the build operate transfer model  implemented by the High Planning Council. Rationales behind using this alternative off-budget finance model are to restore reliable infrastructure in the short term, accurate streamlining of work flow, easing of border crossing with proper setting to streamline, catering civil servants and service takers on the field mostly situated far away from residential areas , constitution of a good practice example to other countries ,  possibility for the realization  of joint border gate model after the completion of legal procedures  in such a guaranteeing way.

 

Opportunities offered by the Modernization of Customs Gates with the BOT model :

  • İpsala (2003)
  • Habur (2006)
  • Cilvegözü (2007)
  • Kapıkule (2008)
  • Sarp (2009)
  • Hamzabeyli (2009)
  • Nusaybin (2010) (The operation time for this border gate has been suspended due to the conflict in Syria.)
  • Çıldır/Aktaş (2015)
  • Dilucu (2015)
  • Halkalı (2016)
     

 

Two  Border Gates agreement were signed and investment process has been started within the scope of the BOT Model:

Also eight Customs Gates and one Internal Customs Administration received the official approval of the High Planning Council within the scope of BOT model:
